The Office of Public Diplomacy was established with the Circular of the Prime Ministry No: 2010/3, published in the Official Gazette No. 27478 dated January 30, 2010.

In the circular, it was noted that "Public Diplomacy", along with official diplomacy, gained a distinct importance as a tool for influencing the international community, and it was stated that especially the developments in information and communication technologies and the opportunities and threats in international arena necessitate a more effective coordination, a close cooperation and swift decision-making processes between the agencies tasked with public diplomacy.

It was expressed in the circular that it was considered appropriate to establish an Office of Public Diplomacy, in order to provide cooperation and coordination between public agencies and non-governmental organizations in their activities related to public diplomacy, and it was stated that the secretarial services for the Office of Public Diplomacy would be carried out by General Directorate of Press and Information.

According to this circular signed by Prime Minister Recep Tayyip Erdoğan, all public agencies and organization are required to assist in the execution of the activities of Office of Public Diplomacy with their staff, financial resources, overseas organizations, and technical and scientific capacities. Within the framework of the annual activity plans prepared by the Office of Public Diplomacy funds will be appropriated from the budgets of the related agencies.
